its when you can get the game but choose not to pay is when its illegal IMO. ie: Google play, but if you acquire elsewhere it works ?!? that to me isn't illegal. Like if a certain game you like isn't compatible with your device, through official channels. in your words "I'd buy this game if available in my country" so you are willing to pay, but arnt given the opertunity. Its not (in my opinion) illegal if they don't provide a service to you and you want it. I was looking for gift card, but is not available in my country too. I'd buy this game if available in my country and if I could pay with Paypal, because I can't use the credit card of my parents. The only one (and illegal) way is download a cracked APK. Won't work, the packages are signed to match your device and personal data credentials.
